No, and yes…Downshift =closed throttle/high RPM creating a very lean situation, injectors react and dump fuel, creating the rich situation and depending on the cam you're running (intake/exhasut overlap), you will get unburnt fuel out the tailpipe. When this happens and the pipes are good and hot, flames!

Most race cars dump fuel off throttle to cool the engine. this also causes flames on shifts and on overrun
