should be rich not lean, lean is fuel cut and youd be sputtering and not moving

No, and yes…Downshift =closed throttle/high RPM creating a very lean situation, injectors react and dump fuel, creating the rich situation and depending on the cam you're running (intake/exhasut overlap), you will get unburnt fuel out the tailpipe. When this happens and the pipes are good and hot, flames!
