It's a 1930 Henderson that was customized by O. Ray Courtney with a streamliner bodywork. Side note, the Henderson motorcycle company out of Chicago was considered to be one of the "Big Three" motorcycle companies, along with Harley-Davidson and Indian but it did not survive the Great Depression.
